Subject: Invitation to the 'Citizens Parliament'
to debate the Public Accounts Committee CHOGM Probe report

Dear Colleagues and Partners,

The Public Accounts Committee (PAC) of Parliament
probed the Auditor General Audit report on the
Commonwealth Heads of Government Meeting (CHOGM)
that was held in Kampala in 2007 and prepared a
report. The major findings of the probe are that
funds were spent outside the approved
expenditures, major procurement lapses and
diversion of funds among other things leading to
the mismanagement of hundreds of billions of
shillings of public resources. Two Months after
the presentation of this report to Parliament, it
has not been discussed. It is believed that it
will take a lot of public pressure to have
Parliament expeditiously and objectively debate this report.

As part of the broader effort to mobilize public
and civic demand for action, A Â'Citizens
ParliamentÂ' has been organised to discuss and
debate the PAC CHOGM probe report. This
Â'ParliamentÂ' will offer space for citizens to put
together their views and covey them to the
Parliament of Uganda to influence the quality of
the debate and also mount pressure to
expeditiously discuss the report and take the appropriate actions.

The purpose of this email therefore is to invite
you to be a Member of this Â"CitizensÂ' ParliamentÂ"
(MP) which will convene on the 10th August 2010
at Hotel Africana starting at 2:00pm. Attached is
