EDITORIAL
Dear Readers,
Women of Uganda Network welcomes you to the April 2010 issue of the
WOUGNET Update e-Newsletter.
Women of Uganda Network (WOUGNET) will be celebrating its 10th
anniversary in May 2010 as it continues to promote and support the
use of ICTs by women and women organisations in Uganda, so that they
can take advantage of the opportunities presented by ICTs in order to
effectively address national and local problems of sustainable development.
We would like to thank you for your continuous support and
involvement with WOUGNET.

= Idlelo 4: Sign up for the Pre-Conference Training Programme

The Fourth African Conference on FOSS and the Digital Commons (IDLELO
4) to be held from 17th - 21st May, 2010, in Accra at the Ghana-India
Kofi Annan Centre of Excellence in ICT (AITI-KACE). This
knowledge-building and sharing event under the theme: "Development
with Ownership" is a forum for African experts and their global
partners to share experience in order to expand awareness of the
'open' philosophy and the creation and use of open technologies for
the benefit of our people. The emphasis on concrete examples of best
practice presented by leaders in the field will further build
capacity increasing the momentum of achievements from the previous
editions of Idlelo held in South Africa, Kenya and Senegal.
= Global Pulse 2010

Global Pulse 2010 was a 3-day, online collaboration event that
brought together individual socially engaged participants and
organizations from around the world. As the name implies, the event
was intended to take the pulse of thousands of participants on
critical issues facing communities around the world. Maureen Agena,
WOUGNET Information Officer, was a VIP Subject Matter Expert for the
Global Pulse 2010 event. Her focus was on the global challenge of
"Empowering Women and Girls".

Today many organisations and institutions are involved in development
work in order to solve critical human needs. In other words,
knowledge is applied as part of an urgent need to tackle humanitarian
crisis such as HIV/AIDS, to deal with environmental disasters such as
tsunami or to support people in their struggle for better livelihoods.

successful presidential elections

The International Republican Institute and the NGO Link Forum Apac
has taken up a proactive step towards raising awareness and building
a transparent and democratic platform towards which the 2011
presidential and parliamentary elections will be held. This was
revealed during a dialogue meeting organized by the International
Republican Institute and Apac NGO Link Forum earlier last month at
Omodi Hostel in Apac Town.

The Technical Centre for Agricultural and Rural Cooperation ACP EU
(CTA) in partnership with the Institute for Scientific and
Technological Information (INSTI) in Accra, Ghana, is conducting a
training event to provide skills in administration and management of
the online platform. Moses Owiny, of the Kubere Information Centre
(KIC), will represent WOUGNET at this training.
= World Summit on the Information Society.

2010 marks the 5th Year of the World Summit on the Information
Society (WSIS) Action plan heads of state and Governments in Tunis
(November 2005 )Where the world leaders affirmed their commitment to
use the information society to enhance development in the world. The
global theme is : "Better Cities: Better life with ICTs". The
proposed National theme in Uganda is "Enhancing the achievements of
the information society in Uganda in building better cities (+5WSIS)".
= Fourth International Confederation of mid-wives (ICM) Africa

Uganda Private Midwives Association (UPMA) is organizing the fourth
International Confederation of Midwives (ICM) Africa meeting in
Kampala, Uganda. In 2008 during the third ICM African Midwives
Conference held in Ghana, Uganda was selected to host the fourth
conference which will be held at Speke Resort Munyonyo in central
Uganda from Monday, 4th to Thursday, 7th May, 2010. The conference
theme is "African Midwives United Towards Contribution to the
achievement of Millennium Development Goals".

= April 2010: How to Hide Files Inside Pictures

If you're looking to improve data security by hiding files on your PC
hard drive, you may have read about ways to encrypt folders or change
the attributes on a file so that they cannot be accessed by prying
eyes. However, a lot of times hiding files or folders in that way
requires that you install some sort of software on your computer,
which could then be spotted by someone else. This tip describes a way
to hide files that is very counter-intuitive and therefore pretty
safe! Using a simple trick in Windows that allows you to hide a file
inside a picture file!

= Evaluation of CJA Project in Uganda

From 21st to 24th March 2010, Uganda was privileged to host an
external evaluator for the CJA project. Dr. Duminasni Moyo from the
University of Witwatersrand was evaluating the CJA project in Uganda.
The Citizen Journalism in Africa project is a Hivos funded program
which is carried out in collaboration with SANGONeT South Africa. It
is currently in six African Countries of Uganda, Zambia, South
Africa, Tanzania, Mozambique and Zimbabwe.
Earlier, WOUGNET was involved in regional trainings on citizen

The Citizen Journalism in Africa project (CJA) was a three-year
initiative funded by both Hivos and the EU. Hivos was working with
SANGONet (South Africa) on this project. The aim of the project was
to increase civil society organisations' use of and interaction with
various forms of media. This would help them maximise their
communication strategies and reach. It was hoped that this will
strengthen the organisations' use of media and increase quality
information dissemination capacity using multiple platforms.

The introduction and development of ICT in many countries has done
more harm than good, some people may quote me wrong so i will just
simplify it down.We are very grateful for ICT because it has
simplified so many things and also helped in time saving but look at
this situations, who is to blame?
= Maternal and Perinatal death among Pregnant mothers, a major
concern in Uganda.

Maternal and Perinatal death among pregnant mothers are a major
concern in Uganda and one of the objectives of Ministry of Health is
to improve the care of mothers and new born in order to achieve
Millennium Development Goal 4 (MDG4) which focuses on reduction of
infant and maternal deaths.
Following the number of maternal perinatal death in hospitals and
other health units, it was found out by the Maternal Deaths Review
Committee of Apac main hospital that some of those deaths could have
been prevented by creating awareness to the mothers, husbands,
community and community leaders at all levels.

I am extremely delighted and humbled to offer such a central message
to be part of my publication at Kubere Information Centre (KIC). I
can not help wonder why some people succeed in life yet confidence
does it for them. Being self-confident is one of the strongest human
attitudes that made me to carry on well during my internship at KIC.
